This year the Simulated Emergency Test
(SET) will be conducted on October 7th from 1000 to 1400 local
time. All ARES/RACES and ACS members are invited and encouraged to participate
(especially new members). This year there is NO SCENARIO, we
want this year's test to focus on the handling of formal written messages
(traffic) via local, district and sectional nets.
The subject matter of the message is of no
importance, however, we will be focusing on formatting, passing and
delivery of the messages in the proper form according to the State RACES Plan.

below.) You are invited to have your served agencies participate in this
test with you to test your abilities to handle their messages.
If you are in an ARES Team, your team
leaders will establish a net on your local ARES frequencies. They will appoint
liaison stations (OES or ORS) to take the messages that are not local to the
District Net. From there the messages will be either sent to other districts
or to the Section Net for delivery to the appropriate person or agency.
As this test will be occurring after or
before any Regional Nets, it is hoped that the messages would be addressed to
actual persons or agencies inside the Western Washington Section for timely
delivery.
At this time the plan is to use 443.400
MHz. + (pl. 103.5) and 3995 kHz ± LSB as the primary District One frequencies
for the ad-hoc traffic net. I will be looking for net controls for both
frequencies and will be looking for liaisons between the District and the
Section Net. The WSEN will be activated and will be acting as Net Control for
the Section. They will advise of frequencies to be used by the Section and
other Districts.
